Periodic Inspection Training

Federal Motor Carrier Safety Regulations Part 396 require that all commercial motor vehicles pass a periodic (annual) inspection. The inspection must be performed by a qualified individual. To help maintenance personnel understand the requirements for the inspection, OTA and the Ohio Trucking Maintenance Council are offering a two-day Periodic Inspection Training (PIT) course. This program has been developed to meet the requirements of FMCSR 396.19.
Course instructor is Michael T. Irwin, CDS, principal of Irwin Consulting. From 1989 to 1997, he was a motor carrier enforcement officer with the Michigan State Police and attained the status of Certified Inspector in the North American Standard Level One/CVSA.
To attend this course, attendees should have:
• Basic knowledge of commercial motor vehicles and their components and
• At least one year of experience as a mechanic.
• Discuss inspection criteria for required parts and accessories specified in 49 CFR, Part 393.
• Discuss minimum periodic inspection standards in 49 CFR, Appendix G.
• Familiarization with and comparison of the North American Uniform Vehicle Inspection procedures and the inspection procedures contained in 49 CFR, Appendix G.
• Familiarization with the differences between Out-of-Service-Criteria and the Annual Inspection.
• Familiarization with identifying defective parts.
• Familiarization with requirements for periodic inspection (including proper documentation) contained in 49 CFR, 396.17
• Familiarization with the tools necessary to perform a safe, effective inspection.
• Attendees receive:
* A current edition of the Federal Motor Carrier Safety Regs.
* A book of Mr. Irwin's materials
* Valuable information concerning commercial vehicle inspections and * Information on how CSA impacts maintenance issues.
